Phil Landis, President and Chief Executive Officer
Mr. Landis enlisted in the United States Army in 1965. After attending various military schools, he served in Vietnam from 1967 – 1968 as a Platoon Leader and Headquarters Company Commander with the First Battalion Thirty-Fifth Infantry. He was honorably discharged from active duty in 1969 with the rank of Captain. He is a native Californian and was formerly employed as a real estate agent. Mr. Landis became a Board member of Veterans Village of San Diego in 1996, Vice-Chairman in 1997, Chairman in 2001 and Chief Executive Officer in 2007. He currently serves on the national 12-member Department of Veterans Affairs Advisory Committee on Homeless Veterans and the Easter Seals Dixon Center Command Council Advisory Board.

Andre Simpson, Executive Vice President and Chief Operations Officer
An Air Force veteran, Mr. Simpson was previously Director of Community Reintegration for VVSD, and has been associated with VVSD since 1996 when he was hired in the capacity of counselor and employment case manager. He has developed many new and exciting initiatives for VVSD, including the development of the monthly Homeless Court Program, a 150-bed Veteran Winter Shelter, and a Non-Custodial Parent Program in collaboration with San Diego County Department of Child Support Services.

Darren Tune, Chief Financial Officer Mr. Tune served in the U.S. Navy from 1991-1995. He holds a Bachelor’s Degree in Accounting, a Master’s of Business Administration, and a PhD in Leadership Studies with an emphasis in nonprofit management. His career in the nonprofit sector began in 1996 when he obtained employment at VVSD as a work study and accounting clerk. Since that time, he has gained over 20 years of accounting and leadership experience at several different nonprofit organizations. Mr. Tune returned to become the Chief Financial Officer of VVSD in 2016.

David Siegler, Vice President of Grants and Special Projects
Mr. Siegler has risen from Grant Writer to Operations Manager to Vice President of Grants and Special Projects. Over the years, he has raised more than $100 million for the agency. Mr. Siegler oversees the grant applications for more than 14 separate programs at VVSD.

Claudia Castro, Executive Assistant to the President & CEO
A retired Marine First Sergeant, Ms. Castro served from 1990-2010 to include a combat tour to Iraq in 2008. Ms. Castro joined the VVSD team October 2011 after earning her degree in Business Administration/Management. She is a native Californian and has extensive experience in the administration field, serving for over 10 years as a Senior Administrator and transitioning into a leadership role as a Company First Sergeant her last 3 years in the United States Marine Corps.
